leap is a joint program of the colorado department of human services and the u.s. department of agriculture through the u. department of energy. there are numerous other energy and energy assistance programs nationwide that provide similar assistance as leap. leap is funded by the u. department of agriculture, energy and rural development through the low-income home energy assistance program (liheap) and the u. department of energy through the building america program.
in most cases, the benefit amount is paid directly to the household energy supplier.in most cases, if you are approved for leap, payments are made directly to your primary heating fuel vendor and a notice will be sent to you informing you of the benefit amount.other benefits provided by leap include repair or replacement of a homes primary heating system, such as a furnace or wood-burning stove.the program does not provide financial assistance for any type of temporary or portable heating.
